Spotlight on: Bulgaria

Following on from our previous bulletin we thought it would be beneficial to provide you with some further details on
general motoring rules and insurance in Bulgaria.

Bulgaria's capital city is Sofia, with a population of 1,246,791. Bulgaria with a total population of 7.35 million is estimated to have 3.3 million vehicles. 29.4% or 720,000 of these are deemed to be uninsured.

Compulsory third party insurance was introduced in Bulgaria in 1958. All vehicles, namely self propelled vehicles as well
as trailers and semi-trailers which may be coupled with motor vehicles which are intended to travel on roads and are fitted with registration plates issued by the State are required to have insurance. Tractor Units and Trailers have separate registration numbers and therefore must be covered by two separate policies. The trailer cover is subject to the same rules as that of other land based motor vehicles.

Liability

Limits of liability are as follows (from 01.01.06):
Personal Injury: 700,000BGN per person (£240,560)
For two or more injured persons: 1,000,000BGN (£343,660)
Material Damages: 200,000BGN (£68,730)

Fourth and Fifth Directive implications? At the moment the Multilateral Agreement has not been fully signed, so section III of the Internal Regulations cannot come into force, these limits therefore remain the same, with green cards continuing to be necessary until further notice. Also, the 4th Directive cannot apply until the Agreement has been fully signed, and at present we do not know when this will be.

Liability is usually established through the police report and/or the Agreed Statement of Facts (for minor claims). Where the police report has been signed by both parties and there has been no appeal within the term provided by law, the defendant is not entitled to question the content of the police report. The police report and a valid Green Card will invoke the insurer's liability.

Bulgarian Cuisine
Banitsa: A dish made of filo pastry layered with crumbled feta cheese and beaten eggs. The best banitsa, "rolled banitsa", is made with thin rolls of pastry arranged in a spiral shape inside a pan. A popular variation of this standard banitsa is made by replacing the cheese and egg mixture with grated pumpkin, ground walnuts, sugar and cinnamon. It is eaten in autumn when pumpkins are ripe, and called tikvenik, from tikva the Bulgarian for pumpkin. The word can also be used to refer to a fool.
